Hello, Steven.
Thank you for the feature request and I think this is not so difficut to support gobal tempates if tempate has no relation to tracker.
(But now tracker is required and this is the main reason why this module's scope is the project only.)

Do you think which is better the tempate has no reation to tracker or not?

it seems that I've understood not correctly. Thanks.

I think it should be related to the tracker and per project all.for example, a template should be with [feature] tracker in project [demoproject], but not supplied in the project [testproject].

Thanks.That's just what I wanted. Great idea.
  Sometimes project manager may need a global template for some projects but sometimes just need once. At present the plugin just support to create and use the template  in a project , but the created template can not be used in aother project. If I want to use it in aother Project, I have to create the template again.

By the way, next time I will submit a demo UI for the new feature.

I think global templates should be created by Redmine administrator, just like only administrator add/edit trackers or custom fields.

Global templates is a very good idea, +1 from me for it.

I think that a Global Issue Template linked to a Tracker should be linked to all projects with this tracker

I would also like to see Global Issue Templates available.

As an alternative, it would be useful to be able to use Issue Templates defined by a parent project in any of the child projects.
