master data template: issue gets filled by database query result

Would be useful i user can select from drop-down list template names which are populated by a database query and result is used to fill issues fields.
The drop down list holds key fields of master data which are used to make a lookup for prefill issues for feature request or bug report.
The query shall be configurable and result names of query must map to the issue field key umbers (lie "as" column name).
Its a more generic for doing templating, more dynamic not just static text but data from e.g another system synced by table mirroing.

Thank you for your proposal and sorry for my delaying reply.
And I'm sorry I could not figure out your request correctly.
The drop down list holds key fields of master data which are used to make a lookup for prefill issues for feature request or bug report.
But now I have a plan to search or filter template feature because it is hard for issue creators to select the template which meets his/her needs if there are many templates per tracker.
So, I attach my image above ui, as my-plan.png.
Also attach my understanding for your proposal as master-data.png, though it might not meet your request...
Of course, my goal is to help user to create issue more easily and I'd like to think of your proposal much more.
If you don't mind, please attach your rough image or wire flame.
