The comment form macro does not work for non administrators.
Using Redmine 1.2.1 adding the Comment Form macro the the footer page shows the "Add Comment" link only for Redmine administrators.
All other users do not see this link.

It looks like this is just a permissions issue for each Role.
By Default no roles have any permissions to add, edit, delete wiki comments. By editing each roles permissions this can be set/fixed.
There should be some sort of work instruction for doing this so people using the extension know that this is not a bug but part of the getting started.
