I don't know TestLink settings very well, so I use All-in-one package for Japanese.
It don't be released for 1.9, yet.
It is going to be released, and I will support TL 1.9 .

Address of link to TestLink is changed in TL 1.8 from TL 1.7 .
But address aren't chaneged in TL 1.9 from 1.8,
so I think you can use this plugin for 1.9, except new features.
